NEW YORK— In a significant shift in U.S. environmental policy, President Donald Trump announced today the withdrawal of the United States from the United Nations Framework Convention on Climate Change (UNFCCC), a foundational international treaty aimed at combating climate change. This withdrawal also includes the exit from numerous other global environmental agreements and bodies, notably the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services.
Jean Su, energy justice director at the Center for Biological Diversity, expressed strong disapproval of Trump's decision, stating, “Trump cutting ties with the world’s oldest climate treaty is another despicable effort to let corporate fossil fuel interests run our government. It’s foolish and downright deadly for Trump to turn his back on the climate devastation ripping across the U.S. and the world.” She further warned that this move represents an “illegal executive overreach” that could have lasting ramifications.
The UNFCCC, established in 1992, has served as a critical framework for nearly 200 countries to collaborate on reducing greenhouse gas emissions and preventing human-caused climate change. The U.S. Senate ratified this treaty under President George H.W. Bush during the 1992 Earth Summit in Rio de Janeiro, marking a commitment to international climate action that spans over three decades.
“Pulling out of the UNFCCC is a different order of magnitude from the Paris Agreement,” Su stated. “It removes the U.S. completely from the global climate framework and negotiations.” Given the deeply polarized political climate in the U.S., she cautioned that rejoining the UNFCCC would require a two-thirds majority vote in the Senate, making it nearly impossible. “Letting this lawless move stand could shut the U.S. out of climate diplomacy forever,” she added.
The withdrawal will take effect one year from today’s notification, effectively removing the U.S. from cooperative global actions aimed at addressing the climate emergency and nullifying its obligations in subsequent related treaties.
Today's announcement echoes Trump's previous action, taken a year ago, when he notified the world of the U.S.'s withdrawal from the Paris Agreement. That agreement committed nations to limit global warming to 1.5 degrees Celsius and required countries to submit national plans for reducing greenhouse gas emissions. Like the UNFCCC, withdrawals from the Paris Agreement become effective one year after notification.
In addition to withdrawing from the UNFCCC, the U.S. also exits from vital scientific institutions that play essential roles in combating climate change and preserving biodiversity. The IPCC has been the leading scientific authority on climate change for over three decades, providing critical assessments on the causes and risks of global warming. The International Science-Policy Platform on Biodiversity and Ecosystem Services similarly produces vital evaluations of threats to global biodiversity.
Su concluded with a stark warning: “Withdrawing from the world’s leading climate, biodiversity, and scientific institutions threatens all life on Earth.” As the impacts of climate change become increasingly evident—ranging from devastating wildfires to extreme weather events—this decision may have implications that extend far beyond U.S. borders, affecting global efforts to address a crisis that requires unified action.
