New Jersey is taking a bold stance in the ongoing national debate over reproductive rights, with Governor Phil Murphy announcing a significant investment of $22.325 million from the Reproductive Health Access Fund (RHAF). This funding aims to safeguard and expand reproductive health care services throughout the state, a vital step amid escalating threats from the Trump Administration aimed at curtailing reproductive rights.

“Since the onset of my Administration, we have made it a priority to not only empower choice in the reproductive decision-making process, but also to strengthen our reproductive health care delivery system,” said Governor Murphy. He emphasized the importance of these strategic investments, especially as some states work to restrict access to reproductive health care. The governor underscored New Jersey’s commitment to maintaining the momentum built over the past eight years.

For Fiscal Year 2026, the Murphy Administration will deploy the RHAF in several impactful ways:

  • $8 million will support reproductive health care providers targeted by the federal government to subsidize care for low-income patients.
  • $5.5 million is allocated for physical and technological upgrades at family planning clinics.
  • $1 million is set aside for security improvements at reproductive health facilities.
  • $3 million will fund the Primary Care Practitioners Loan Redemption Program, with a focus on providers in historically underserved communities.
  • $2 million is dedicated to expanding clinical training programs in partnership with Rutgers University.
  • $1 million will be used for recruitment incentives to attract specialized out-of-state providers.
  • $650,000 will support outreach and public education efforts to help patients navigate care.
  • $500,000 will be allocated for building strategic stockpiles of essential medications and supplies.
  • $675,000 will be held in contingency to allow rapid response to emerging threats.

Acting Health Commissioner Jeff Brown stated, “This funding is about one thing: Making sure New Jerseyans can still see their doctor and get the care they need.” He warned that unchecked federal cuts to essential health care providers could severely limit access to critical services like wellness exams, STI testing, contraception, and cancer screenings.

New Jersey Higher Education Student Assistance Authority (HESAA) Executive Director Margo Chaly, Esq. emphasized the importance of a robust supply of trained health care professionals, noting that the state is actively working to provide equitable access to reproductive health care for all New Jerseyans. The state’s commitment to these initiatives demonstrates a proactive approach in response to the federal landscape.

Attorney General Matthew J. Platkin remarked, “Under Governor Murphy’s leadership, New Jersey continues to set a standard for reproductive health care across our nation.” He highlighted how, as other states impose strict penalties on patients and health care providers, New Jersey is implementing measures to bolster access to essential reproductive services.

The RHAF allocation reflects the Murphy Administration’s broader strategy to protect and expand access to reproductive health care. This commitment began early in Governor Murphy’s tenure when he restored state family planning funding that had been eliminated by the previous administration. In January 2022, he signed the Freedom of Reproductive Choice Act, codifying the right to reproductive choice in state law, prior to the U.S. Supreme Court’s decision in Dobbs v. Jackson Women's Health Organization.

New Jersey has invested $268 million in family planning services and reproductive health programs since 2018. The RHAF is designed to allow the state to respond effectively to threats against reproductive freedom while expanding access to vital services. The New Jersey family planning program assists around 153,000 individuals annually, providing essential services such as contraception management, STI screening, and comprehensive reproductive health care.

As the Trump Administration's policies threaten to block funding for facilities like Planned Parenthood, which serves around 44,000 Medicaid members in New Jersey, the state remains vigilant. New Jersey is actively participating in litigation and multistate coalitions to defend reproductive rights, ensuring that residents have access to essential health care resources.

The implications of these investments extend beyond financial support; they reinforce New Jersey's position as a safe haven for reproductive freedom at a time when many states are rolling back rights.
